The Phelps Arts Center is housed in an 1850's Gothic structure, listed on the National Register of Historic Places as a significant example of early English Parish Architecture. This historic treasure has served Phelps for over a century and a half as: The Phelps Arts Center, since 2006; Phelps Community Memorial Library, 1976 - 2005; and St. John’s Episcopal Church, 1850 - 1955.
